This is a descriptive transcript for: Parliament Slip: Preparing for the Future Mobility Network (Timelapse)
This video is a timelapse showing construction activity at Parliament Slip.
[Upbeat instrumental music plays throughout the video]
It begins with a title slide labeled: “Parliament Slip: Enabling Infrastructure to Support the Future Road Network Planned for Waterfront Transit and New Housing.” Behind the title, the camera shows a close-up of the slip’s water surface with patches of ice.
The view then pulls back to reveal the full construction site. The timelapse begins in January 2024, showing crews operating machinery as they install a new dock wall across the slip in an east–west direction. On-screen text highlights the installation of a turbidity curtain and oil boom, accompanied by an explanation that reads: “This barrier isolates the work area and prevents any turbidity from entering the inner harbour. The oil boom also acts as an environmental containment measure.” In the footage, these appear as long yellow tubular floats positioned at the entrance of the slip.
From January through March, work continues both during the day and at night as the dock wall installation progresses.
In April, the video shows dredging activity. The camera shifts to the western portion of the site, where a drying and disposal treatment area is visible.
From May to June, the perspective returns to the main slip. Lakefilling begins along with installation of a new aquatic habitat (a rock berm). A large excavator on a floating work barge is shown with its arm extended over the barge, which is covered in crushed stone. Two distinct piles of stone are visible. Nearby, another excavator begins placing the crushed stone into the water.
From June onward, the timelapse shows continued lakefilling work. Excavators push material from both the northern and western edges of the slip, progressively infilling the water.
By October, most of the slip has been filled. On-screen text identifies the start of vibrocompaction, shown taking place on the newly formed land using a crawler crane and excavator. The date indicator shows this process continuing from October to December.
By December 2024, the video marks the beginning of the rock anchors, concrete cap, and finishes phase. Along the water’s edge, a straight line of sheet piles is visible, with several pieces of construction equipment positioned along the shoreline. Small figures of workers can be seen moving along the sheet pile line as work continues.
This phase progresses through early 2025. By March 2025, the video displays an on-screen label noting that lakefilling is complete.
