The Opportunity: Vice President, Project Delivery
Waterfront Toronto is seeking a Vice President, Project Delivery to oversee the planning, management, and execution of assigned capital projects and programs across Waterfront Toronto. This includes leading project portfolios, delivery teams, and project control functions for large-scale, complex, multi-precinct, multidisciplinary initiatives – from early strategy and due diligence, through design (in collaboration with Waterfront Toronto’s Planning & Design Team), implementation, and closeout while ensuring compliance with all internal and external requirements.

Key Responsibilities:
- • Lead assigned project due diligence, planning, reporting, and day-to-day program delivery across development, design, and construction portfolios.
- • Direct and oversee design and construction program controls, ensuring alignment with corporate strategy, sustainability objectives, and legal, health & safety, environmental, and ethical standards.
- • Support and enhance Project Management Office (PMO) and Operational Risk Management frameworks, including risk assessment, mitigation strategies, and performance reporting.
- • Establish and maintain standards for program scoping, feasibility, cost estimating, forecasting, financial controls, and performance measurement.
- • Provide leadership on delivery models and procurement activities, including RFP development and approvals, consultant selection, contract reviews, and engineering and construction evaluations.
- • Lead high-priority, complex projects from concept through completion, ensuring quality outcomes, accurate executive reporting, and timely delivery.
- • Manage project budgets and schedules, producing reliable forecasts, estimates, and financial reporting.
- • Lead, mentor, and develop staff in partnership with the SVP, Project Delivery, including hiring, performance management, and professional development.
- • Build strong partnerships with consultants, contractors, and industry associations to support successful program delivery and strengthen organizational reputation.
- • Champion innovative delivery and management practices to drive continuous improvement and position the organization as a leader in project execution.
- • Oversee project controls for work delivered by external partners and Eligible Recipients, ensuring alignment with organizational policies and standards.
- • Contribute to the development and governance of corporate policies and procedures, providing operational expertise and strategic input to senior leadership.
Qualifications:
- • Professional Engineer (P.Eng.), Bachelor of Architecture (B.Arch.), Bachelor of Architectural Technology (B.Arch. Tech), or comparable education.
- • Minimum 15 years of progressive experience in project delivery, engineering, development, design, or construction within complex, multi-disciplinary environments.
- • Senior-level experience leading large-scale, multi-precinct infrastructure and real estate development projects from due diligence through design and construction.
- • Proven experience working with senior public- and private-sector stakeholders and managing multiple delivery models.
- • Demonstrated background in brownfield development, including environmental considerations, construction logistics, and health & safety.
- • Strong people leadership experience, including managing senior professionals and developing high-performing teams.
• Experience providing strategic advice and recommendations to executive leadership.
Required Skills:
- • Deep knowledge of operational design, land development, construction practices, feasibility analysis, and urban land economics.
- • Advanced understanding of program and project management, overseeing multiple high-visibility projects with varying budgets and stakeholders.
- • Comprehensive experience in contract administration and financial management for major capital projects (e.g., vertical development, infrastructure, public realm, transit, utilities).
- • Strong knowledge of relevant legislation, regulations, building codes, and industry standards.
- • Proven risk assessment and management capabilities.
- • Proficiency with project management systems and related technology tools.
Preferred Skills:
- • Demonstrated ability to lead complex infrastructure programs on time, on budget, and in compliance with regulatory and sustainability frameworks.
- • Strong strategic and analytical skills, with experience managing large capital budgets and informing planning and design decisions.
- • Excellent negotiation, communication, and presentation skills.
- • Highly developed interpersonal skills, with the ability to build relationships across government, consultants, contractors, and internal teams.
- • Proven ability to proactively resolve cross-functional and delivery challenges while minimizing risk, delays, and costs.
Salary:
$175,000 – $210,000 annual base salary. This role is eligible for variable compensation up to 20% of base salary.

Other Considerations:
During this time, Waterfront Toronto is operating in a hybrid work environment. Employees are currently required to work in our office three days per week and have the option to work remotely for the remainder of the week. This is subject to change by the Corporation.
