Construction Notice: East Bayfront
This notice provides an update on upcoming paving work on Merchants’ Wharf, construction scheduling for the Unfinished Arch installation, and recent work on the in-water stormwater infrastructure along the Water’s Edge Promenade.
Traffic Notice
Traffic and Parking to be Restricted Beginning Friday November 21 on Merchants’ Wharf
Beginning Friday, November 21 through Tuesday, November 25, crews will be completing preparatory work for street paving along the west side of Merchants’ Wharf. During this time, parking will be restricted and access will be limited to local traffic only (as shown on the map below). Local access will be managed by traffic control personnel, and sidewalk access will be maintained. Noise levels may increase at times during preparation work. Vehicles parked along the street during this period will be subject to towing.
On Wednesday, November 26, crews will proceed with street paving. During paving, access to the roadway and to the resident garage at 49 Merchants’ Wharf (the parking garage of 15 Merchants' Wharf and 55 Merchants' Wharf) will be fully restricted from 9:00 a.m. to 4:00 p.m. No vehicle access will be permitted during this time. Residents are encouraged to plan ahead. In the event of inclement weather, paving may be rescheduled to Thursday, November 27. Residents will be notified of any schedule changes as soon as possible.

Update: Unfinished Arch Seasonal Construction Pause
As early as mid-December, construction of the Unfinished Arch art installation in Sherbourne Common will pause for the winter. As previously shared, construction is being delivered in two phases. The demobilization of the site and pause of construction marks the completion of the first phase. The site will remain secured with a reduced fencing footprint around the designated areas shown in the map below.
Construction is expected to resume in early 2026, weather permitting. An updated notice will be shared ahead of work resuming.
Background
Unfinished Arch by internationally renowned artist Rafael Lozano-Hemmer and his studio Antimodular is a large-scale interactive artwork being installed in Sherbourne Common. Situated at the southeast corner of the park, the work is a 9m-high “incomplete” arch that cantilevers dramatically over a distance of 14m. The piece is participatory, and visitors are encouraged to “complete” the arch by touching its floating edge. Once contact is made, the arch will illuminate until the participant removes their hands from the piece.

Update: Recent Work for the In-Water Pipes Along Water’s Edge Promenade
Recent work has been completed on the in-water pipes, which form part of the district-wide stormwater infrastructure system, including for the East Bayfront. This work was part of Phase 1 of the hydraulic conveyance system, a critical component that ensures the in-water stormwater pipes are fully operational and protected.
Work involved the installation of steel grating above portions of the in-water infrastructure in order to:
- Protect the system from potential damage caused by illegal docking or debris
- Act as a safety barrier to prevent access to unsafe areas
For public safety and to safeguard this critical infrastructure, temporary fencing will remain in place until funding is identified to complete the future boardwalk section.
Background
The in-water pipes installed adjacent to the Water’s Edge Promenade at the foot of Sherbourne Common represent the final component of the expanded stormwater management system serving Dockside, East Bayfront, the West Don Lands, and future development areas in the North Keating Channel and Port Lands precincts. These pipes are essential for conveying stormwater to the Cherry Street Stormwater Management Facility, where it will be treated to remove pollutants before flowing into Lake Ontario.
The recent work focuses on completing the section of in-water pipes that run along the Water’s Edge Promenade, from approximately Dockside Drive to the southern point of 15 Merchants’ Wharf (Aqualina at Bayside). Future plans for the Water’s Edge Promenade include extending its width with a new boardwalk.
This phase is currently unfunded and does not yet have a confirmed construction timeline.
