Traffic and Construction Notice

Lane Closure at Eastern Avenue and Broadview Avenue Beginning the Evening of Sunday, October 19 for 4 Weeks

Beginning the evening of October 19the south curb lane of eastbound Eastern Avenue between Broadview Avenue will be closed to support watermain installation as part of the Broadview Eastern Flood Protection Project. One lane of traffic will be available in both directions. This work is being coordinated with the City of Toronto’s Eastern Avenue Bridge Rehabilitation Project. Line painting to establish the traffic configuration as shown in Map 1 will occur on October 23.

Night work will also take place at the intersection of Eastern Avenue and Broadview Avenue for two consecutive nights during the week of November 10, 2025, to complete watermain work. Additional work related to this section is planned for December, and a separate notice will be distributed with more information closer to that time. Paid Duty Officers will be on site to help manage traffic during this work.

The south of the markers indicates water main work happening near the entrance of the Don Valley Parkway on-ramp and to the west of Broadview Avenue. The Don Valley Parkway on-ramp is shown to have restricted access for a two night period.

Temporary Closure: Don Valley Parkway On-Ramp

Within this 4-week window, the Eastern Ave DVP on-ramp will be closed for two consecutive nights, with daytime access maintained. A notice with the exact date will be distributed once confirmed. This closure is necessary to facilitate the installation of the new watermain crossing beneath the ramp.

Why are we doing it this way?

Before any construction begins, our teams carefully review every option to minimize disruption to the community. For the Don Valley Ramp, a night closure was selected because work must take place directly across the ramp entrance, restricting access. Given the high daytime traffic in this area, completing the work overnight was the least disruptive option.

Similarly, for the Eastern Avenue and Broadview Avenue intersection, overnight construction was chosen to avoid peak daytime traffic, minimize impacts on the community, and ensure the safety of both the public and construction crews. Nighttime work also allows the team to complete the project more efficiently with fewer vehicles and pedestrians in the area.

What to expect as soon as October 19

  • Eastbound curb lane along Eastern Avenue will be closed.
  • Eastern Avenue will be limited to one lane each in each direction (eastbound and westbound)
  • There will be a two-night closure of the DVP ramp.  A notice will be distributed when a date is confirmed. Daytime access to the ramp will not be affected.
  • A protected pedestrian path (concrete barriers) will be available on the south sidewalk of Eastern Avenue.
  • Parking will be restricted northbound along Broadview Avenue during the evening watermain work.
  • Flag persons will be on-site to ensure the safe passage of cyclists and pedestrians during peak traffic times.

This project will provide flood protection to an area still at risk following the completion of the Port Lands Flood Protection project. It will address the critical need for flood protection infrastructure to improve long-term resilience and stormwater management in the area.
